Open Access Policy

Indonesian Journal of Socio-Cultural Learning (IJSL) is a fully open-access scholarly journal. All scholarly articles published by IJSL are made freely and permanently available online immediately upon publication.

The journal does not apply subscription barriers, paywalls, delayed access, or embargo periods to its scholarly content. Readers are not required to register, subscribe, or make any payment in order to access the full text of published articles.

IJSL regards open access as an essential mechanism for expanding the circulation, accessibility, visibility, and social use of scholarly knowledge. Research concerning education, culture, society, and learning should be accessible not only to researchers but also to educators, students, communities, cultural institutions, practitioners, policymakers, and other interested readers.

This policy is consistent with the principles of the Budapest Open Access Initiative (BOAI) and internationally recognized standards for open-access scholarly publishing.

1. Immediate Open Access

All peer-reviewed scholarly articles published in IJSL are openly accessible from the date of publication.

IJSL does not impose:

  • an embargo period;

  • subscription requirements;

  • pay-per-view charges;

  • mandatory reader registration; or

  • institutional-access restrictions.

Each published article is made available through the journal's website as an individual scholarly publication.

The open-access status of an article is permanent and is not intended to be converted subsequently into subscription-only or restricted-access content.

2. Reader Access

Readers may access the full text of IJSL publications freely through the journal website.

Open access enables users to read, download, search, link to, and otherwise lawfully use the journal's published scholarly content subject to the applicable licensing terms.

Specific rights concerning copying, redistribution, adaptation, attribution, and other forms of reuse are governed by the journal's Copyright Notice and the license identified with the published article.

3. Open Licensing

Scholarly articles published in IJSL are made available under an open license.

The journal currently applies the Creative Commons Attribution 4.0 International License (CC BY 4.0) to its scholarly articles unless a specific exception is clearly identified.

Detailed conditions concerning copyright ownership, attribution, reuse, adaptation, and third-party material are provided separately in the journal's Copyright Notice.

The purpose of including licensing information in this policy is solely to establish that IJSL provides genuine open access rather than access that is merely free to read.

4. No Embargo

IJSL does not apply an embargo to published scholarly articles.

The final published version is openly available immediately after publication and remains accessible thereafter.

Authors are not required to wait for a specified period before sharing or depositing their work in an appropriate scholarly repository.

5. Self-Archiving and Repository Deposit

IJSL supports author self-archiving and the dissemination of research through legitimate scholarly repositories.

Authors may deposit appropriate versions of their manuscripts in:

  • institutional repositories;

  • subject or disciplinary repositories;

  • personal academic websites;

  • funder-designated repositories; or

  • other legitimate scholarly repositories.

IJSL permits authors to archive the submitted manuscript, accepted manuscript, and published Version of Record, subject to applicable third-party rights and other legitimate legal restrictions.

No embargo period is imposed by IJSL on repository deposit.

When the published Version of Record is deposited, authors are encouraged to include the full bibliographic citation and DOI or permanent link to the original publication in IJSL.

6. Preprints

IJSL does not ordinarily consider the prior dissemination of a manuscript as a legitimate preprint to constitute previous journal publication.

Authors may post a preprint of their work on a recognized preprint server, institutional repository, or other legitimate non-peer-reviewed scholarly platform before submission or during editorial consideration.

Authors should disclose the existence of a relevant preprint during submission and, after publication, are encouraged to update the preprint record with a citation and link to the final published article.

The relationship between preprints, duplicate publication, and originality is further addressed in the journal's Plagiarism and Similarity Policy.

7. Accessibility for Scholarly Discovery

IJSL supports the discovery and dissemination of published scholarship through appropriate indexing, metadata harvesting, search engines, repositories, scholarly databases, and other academic discovery infrastructures.

The journal may provide bibliographic metadata to indexing and preservation services in order to improve:

  • discoverability;

  • citation accuracy;

  • long-term accessibility;

  • interoperability; and

  • scholarly dissemination.

Open access is understood not merely as displaying a PDF without charge, but as enabling published research to become discoverable and usable within the broader scholarly communication ecosystem.

8. Text and Data Mining

Subject to the applicable open license, legal requirements, and technical conditions of the journal platform, IJSL supports lawful computational analysis of its openly accessible scholarly content.

This may include:

  • text mining;

  • data mining;

  • computational literature analysis;

  • indexing;

  • machine-readable processing; and

  • other legitimate research activities.

Users remain responsible for complying with applicable attribution requirements and respecting any third-party material not covered by the article's open license.

9. Third-Party Content

An article may contain material whose copyright or licensing conditions differ from those applying to the article as a whole.

Examples may include photographs, artworks, maps, figures, instruments, archival documents, or other third-party material reproduced under permission or another applicable legal basis.

Where such restrictions apply, they should be clearly identified with the relevant material.

Open access to an IJSL article therefore does not automatically remove independent rights held by third parties.

Detailed requirements are provided in the journal's Copyright Notice.

10. Open Access and Publication Charges

Open access refers to the conditions under which readers can access and reuse scholarly publications and is distinct from any fee that may or may not be charged to authors.

Any Article Processing Charges (APCs), submission fees, or other author charges applied by IJSL must be stated transparently in the journal's separate Author Fees/Article Processing Charges Policy.

The existence or absence of publication charges does not alter the open-access status of published articles and must not influence editorial or peer-review decisions.

11. Long-Term Access and Preservation

IJSL is committed to maintaining continued access to its published scholarly record.

The journal seeks to use appropriate digital preservation, repository, DOI, metadata, and archiving mechanisms to reduce the risk that published content becomes inaccessible because of technological or organizational change.

Specific technical arrangements for preservation may be described separately in the journal's Digital Archiving Policy where applicable.

12. Open Access and Scholarly Responsibility

Open access facilitates dissemination but does not remove normal scholarly responsibilities.

Users of IJSL publications are expected to:

  • acknowledge authors appropriately;

  • cite the original publication;

  • comply with the applicable license;

  • respect restrictions applying to third-party materials; and

  • avoid representing modified material as an unchanged version of the original work.

These requirements are intended to preserve scholarly attribution while allowing broad legitimate use of published knowledge.

13. Commitment to Equitable Knowledge Access

IJSL recognizes that financial and institutional barriers to scholarly literature may disproportionately affect researchers, students, educators, and communities with limited access to commercial academic databases.

Immediate open access therefore supports the journal's broader commitment to equitable scholarly communication.

By providing unrestricted reader access, IJSL seeks to facilitate wider participation in academic dialogue and increase opportunities for knowledge generated in diverse socio-cultural settings to circulate beyond institutional and geographic boundaries.

14. Guiding Principle

The open-access principle of IJSL can be summarized as follows:

All scholarly articles published in Indonesian Journal of Socio-Cultural Learning (IJSL) are freely and permanently available online immediately upon publication, without subscription, reader-registration requirements, or embargo periods. Reuse of published material is governed by the open license and copyright terms stated by the journal.
